Cream Layer
3 envelopes gelatin
1/2 cup cold water
1/2 cup boiling water
2 cups vanilla ice cream, completely melted
Instructions
Orange Layer
Sprinkle the gelatin over the cold water in a large bowl. Stir to dissolve and let sit for 1 minute.
Pour the boiling water with the sugar over the gelatin and stir for 2 minutes to ensure that the sugar has completely dissolved.
Pour in the orange soda and stir to combine. Pour the mixture into a 9 × 13-inch pan sprayed with cooking spray. Refrigerate for at least 4 hours, or until the gelatin is firmly set.
Remove the gelatin from the fridge and cut into 1/4 × 1/2-inch rectangles. Spray an 8-inch square pan with cooking spray.
Place the gelatin pieces into the pan, spreading them out. Add the mandarin chunks around the gelatin pieces.

Pour the boiling water over the gelatin and stir for 2 minutes until completely dissolved. Add the melted ice cream and stir to combine.
